Letter from Fracisco Romo to an unidentified addressee.

The author writes an unidentified addressee to give him news about the latest movements related to the beginning of the First Carlist War. He also informs the addressee that the soldiers are dissatisfied because of the reduction of their pay.

The General Police Administration was closely monitoring the activities of foreign citizens residing in Portugal, also controlling their communications, in collaboration with the superintendent of the Posts. This letter is part of this intercepted correspondence from those Spanish military and intellectuals who, fleeing the absolutist Spain, had taken refuge in Portugal and were suspected of harbouring liberal ideas and of plotting to overthrow Fernando VII and establish a constitutional regime.

The author seems to be referring to the first movements of the First Carlist War (1833-1840), when the supporters of Princess Maria Christina of the Two Sicilies were looking for support for their cause. In the letter there is a reference to the support from France.

la que hasta el dia se halla indecisa, y sin visos de que se pronuncie

por las ningunas fuerzas físicas, ni morales que acompañan al

govierno Español, y ademas que por la Alemania parece amena=

zar á la Francia con el pequeño Napoleon. En medio de este contraste

de cosas se que á los facciosos de esa nacion destinados á Palencia

y otros depositos, van armandolos, y municionandolos como sucedio

en tiempos pasados, y ademas llaman a todos los Regimtos de milicias

para ponerse sobre las armas para el 15 del actual, motibo por

que sale el Provincial de Ciudad Rodrigo para Alcañices, y los de

Toro y Abila, para las fronteras de Almeyda, y formar parte

de la Division que se reune en las immediaciones de esta plaza
