Information letter from Luís do Rego Barreto, Governor of Pernambuco, to Inácio da Costa Quintela, Minister of the Portuguese Kingdom.

The author explains what happened when the people of Recife tried to assassinate him. He states that the arrests that he has ordered were justified by a fear of mutiny. He complains about the animosity towards the European by the Brazilians and about the difficulty of governing a state with so different «castes and colors».

These proceedings are connected with the liberal attack against the Governor of the province of Pernambuco, Luís do Rego Barreto. Several men were imprisoned, accused of revolutionary rallies and premeditated assassinations. Two letters here transcribed, by the hand of the Governor himself, give a clear idea of the complex situation that was lived of Pernambuco at such times. The proceedings also include a Pasquino against the Governor.
